Step 1: Launch Ultrakill. Step 2: Press the tilde (~) key. This is usually located directly below the Escape (Esc) key and left of the number "1" on US keyboards. Step 3: If the console doesn't open, you may need to enable it. Go to Options > Gameplay > Enable Developer Console and set it to "Yes."
