With 108 recruitable characters (the Stars of Destiny), separating the game-breaking legends from the benchwarmers is no easy task.

This Suikoden 2 tier list ranks every viable combat character based on raw stats, rune affinity, unite potential, availability, and end-game viability. Why C Tier: She comes with the Blinking Rune (teleportation magic). This rune has a 50% chance to instantly kill non-boss enemies and a 25% chance to instantly kill your own party. Why A Tier: The forgotten hero of speedrunning. Killey has above-average stats across the board, but his secret weapon is his rune slots. He is one of the few characters with 3 free rune slots. Equip: Double-Beat, Double-Strike, Fury. He will out-damage Viktor by sheer volume of hits. His only downside is his late availability (Two River).

These characters never leave my active party. They break the game or make it trivial.
