Në nëntor 2008, të gjitha zyrat rajonale të gjendjes civile në 36 rrethe (para reformës territoriale) morën udhëzimin për të instaluar Verzionin 14 të softuerit “Regjistri Elektronik i Gjendjes Civile”. Trajnimi i 450 punonjësve u zhvillua gjatë muajit tetor, ndërsa nga data 20 nëntor sistemi i vjetër u çaktivizua.
