For Western fans, Kurohyou was a ghost. Sega of America showed zero interest in localizing the PSP titles, especially as the PSP was dying out in the West. Emulation provided a way to play the raw Japanese ROM, but the story—the heart of any Yakuza game—was inaccessible to non-speakers.
Guides existed. You could find spreadsheets explaining menu options. But trying to enjoy a narrative-driven RPG by cross-referencing a wiki page every ten seconds was immersion-breaking. The Kurohyou fan translation became a "holy grail" request on forums like GBAtemp and Reddit’s r/UndubPatch.
Fan translations exist in a gray area. Sega has never officially C&D’d the Kurohyou projects—likely because they have no plans to remake these games (unlike Kenzan or Ishin, which got official remasters). The History:
For years, the translation was stalled. An initial attempt by a translator named "SomeGuy" and "Nanashi" began but eventually went quiet. The project was widely considered dead or abandoned by the mid-2010s.
The Revival:
The project was revitalized by a team led by KHHSubs (well known for their Yakuza guide translations) and Speedflower, with technical assistance from some1outthere and others. If you do not own the game:

As of 2024, a full English translation patch for Kurohyou: Ryu ga Gotoku Shinshou exists and is playable.
For over a decade, this game was known as one of the "Holy Grails" of untranslated PSP games. However, after years of dormancy, a dedicated team successfully translated the entire script, menus, and graphics. The game is now fully playable in English via emulation or on custom firmware (CFW) PSPs.
