You can unpack it (rename to .zip and extract) for educational purposes. However, modifying and repacking will break the digital signature, and Chrome will reject it.

The extension can read browsing data on sites you visit (necessary for sniffing downloads). In legitimate IDM, this is local-only, but a tampered version could send data to third parties. idmgcext.crx
