In the patched Steam version of the original Call of Duty: Modern Warfare 3

(2011), the developer console is natively disabled and cannot be toggled through in-game menus like in previous titles. To use commands, you must either manually bind them to keys in the game files or use a third-party client.  Method 1: Binding Commands via Config Files 

Since there is no "active" console window to type in, you must assign specific commands to keys on your keyboard by editing the configuration file.
