To avoid being banned or desynced, the fixed mod no longer writes to the main game files. Instead, it runs in a parallel virtual environment (sandbox). The game sees standard "Metallic Rims," but the GPU renders the Glow texture over the top. This is the critical breakthrough: The mod is now client-side only, meaning you see the glow, but the server sees a vanilla car. No risk of a ban.
