Not all PKG files are created equal. A standard rip from the PS2 disc will look blurry on a modern 4K TV. The "best" version of the GTA Vice City PS3 PKG includes specific modifications. Look for a release that includes the following:

Sony released GTA: Vice City as a PS2 Classic on the PlayStation Store for PS3. This version is a direct emulation of the PS2 original, running at 480p with no graphical enhancements. While convenient (download and play), it suffers from: Not all PKG files are created equal
Step 1: Install the Base Game
Copy the base .pkg file to the root of your USB. On your PS3, go to Package Manager > Install Package Files > Standard. Install the Base PKG first. Do not launch the game yet.
Step 2: Apply the Performance Fix

Step 3: Install the HD Pack (Optional but recommended) Install the Texture Pack PKG. This replaces the low-res storefronts and road textures with crisp 1024x1024 versions.
