Fix: Go to Edit > Preferences > Plug-ins and check Load Extension Panels. Also, add DisableExtendScriptAlert to the PSUserConfig.txt file.

While a preactivated version cannot fully sync to Adobe’s cloud, the UI for Cloud Documents is present. You can still save locally as normal PSDs. For preactivated users, this is a non-issue as local storage is preferred.
